City of Stratford, through this Request for Proposal (RFP), is seeking proposals from qualified consulting firms to prepare a 10-year Recreation & Leisure Master Plan (“RLMP” or “Master Plan”).
The RLMP will provide a strategic plan and implementation framework to guide the City’s planning, provision, management, prioritization and funding of parks, trails, open space, recreation and leisure programs, facilities and related amenities over the next ten (10) years.
The Master Plan is intended to:
• Align with the City’s strategic priorities and relevant municipal plans;
• Identify current and future recreation and leisure needs;
• Establish a level of service and decision-making framework;
• Support equitable, accessible, and fiscally sustainable service delivery;
• Identify short-, medium-, and long-term priorities;
• Provide an implementation strategy, capital outlook, and monitoring framework.
The City requires the RLMP to address, in addition to standard recreation master planning components, the following Stratford-specific development applications under the Planning Act;
• Implications of the Downtown / Grand Trunk location for recreation and leisure programming, facility functions, activation, partnerships, and walking/cycling access;
• Transition planning related to the industrial lands temporarily being used for soccer fields, including continuity, tenure/security, and long-term field supply;
• With cricket participation increasing, please identify ways to better meet community needs and support access to the sport; and
• How the RLMP should align with existing master plans including the City’s Sports Tourism Strategy and Municipal Cultural Plan.
The procurement will be conducted in accordance with the City’s Procurement Policy and applicable trade obligations, as relevant.
